Combine all ingredients except rice and tomatoes in large bowl. Transfer to stockpot or hotel pan depending on desired heating method; cover.
Heat using desired method (stove-top or covered in oven) until sauce mixture reaches 165°F for 15 seconds.
CCP: Heat to 165°F for at least 15 seconds
To serve, portion 1 cup (#6 scoop) prepared rice into desired serving container. Top with 6-ounce ladle cheese sauce mixture and 1/4 cup tomato.
