Whisk together all beef sauce ingredients, except ground beef, in small saucepan. Cook over medium heat, stirring constantly, until mixture begins to boil and is thickened. Pour sauce over ground beef. Hold warm for service.
Combine heated Extra Melt, Monterey Jack cheese and hot water. Heat to 165°F, whisking until smooth and combined. Stir in Gochuchang paste, garlic and cilantro. Hold warm.
Place 6 ounces hot cooked French fries onto serving platter. Top with generous 1/2 cup (5 ounces) portion meat and sauce. Top with 2 ounces cheese sauce.
Garnish top with desired amounts of kimchee, green onions, pickled red onions and cilantro.
