Combine all ingredients in a large heavy saucepan.
Heat on low heat, stirring occasionally, and continue to simmer for 15 to 20 minutes to allow flavors to develop. Heat until temperature reaches 165°F for 15 seconds.
Serve in 3 ounce portions as a dipping sauce for vegetables, grain products or meat.
